On November 17, 2025, the DOJ-PPA MIMAROPA personnel visited the Department of Justice for a courtesy call to Undersecretary Deo L. Marco, a meaningful engagement that highlighted the longstanding partnership between his office and DOJ-PPA MIMAROPA. The Undersecretary warmly welcomed the team and offered heartfelt words of inspiration to the men and women of the region. DOJ-PPA MIMAROPA Strengthens Restorative Justice Efforts Through Information Drive and Jail Decongestion Activity at the Correctional Institution for Women
The DOJ–Parole and Probation Administration MIMAROPA Region reaffirmed its commitment to accessible and humane justice as it conducted an Information Drive and Jail Decongestion Activity on November 17, 2025, at the Correctional Institution for Women (CIW) in Mandaluyong City. The initiative formed part of the Region’s support to the nationwide observance of Drug Abuse Prevention and Control Week and the 18-Day Campaign to End Violence Against Women, alongside its continuing GAD and wellness initiatives.
The event was warmly hosted by the CIW administration under the leadership of CT/SUPT MARJORIE ANN P. SANIDAD, MD RN, FIAMS, Acting Superintendent, who welcomed the DOJ-PPA MIMAROPA and expressed appreciation for the Region’s long-standing efforts to provide legal information and rehabilitation support to women PDL.
Representing the agency, Dr. JANETTE S. PADUA, CESO V, Regional Director of DOJ-PPA MIMAROPA, delivered opening remarks emphasizing the importance of ensuring that incarcerated women remain informed of their legal rights and opportunities for reintegration. She highlighted the agency’s mission to empower PDL individuals through knowledge, compassion, and responsive correctional programs.
One of the central components of the activity was an information drive designed to clarify legal processes often misunderstood or inaccessible to PDL women.
CPPO EVANGELINE LEBANTE (Palawan Parole and Probation Office No. 1) provided a clear and practical discussion on the salient features of probation, helping PDL residents understand eligibility, procedures, and the rehabilitative nature of probation as a community-based alternative.
CPPO EUFRACIO M. MACALALAD (Occidental Mindoro Parole and Probation Office) explained the processes of parole and executive clemency, breaking down each step to ensure the women understood the requirements and timelines involved.
As part of the agency’s commitment to humane and lawful jail decongestion, interviews were conducted with PDL women from MIMAROPA to assess possible eligibility for parole, or executive clemency. Personnel from various PPOs worked collaboratively to ensure that interviews were conducted systematically, sympathetically, and with full consideration of each PDL’s personal circumstances.
To reinforce its gender-responsive and wellness initiatives, DOJ-PPA MIMAROPA also carried out a gift-giving activity for vulnerable PDL women. The gesture was directed especially toward elderly, medically vulnerable, or unsupported inmates—reflecting the agency’s commitment to compassion and holistic rehabilitation.
The Region extended its gratitude to CT/SUPT MARJORIE ANN P. SANIDAD and the entire CIW administration for their unwavering support, warm accommodation, and continued partnership in advancing restorative justice programs for women PDL.
The activity concluded with closing words from OIC/SPPO IVAN D. LOISAGA (Calapan City Parole and Probation Office), who acknowledged the collective effort of all officers and emphasized the importance of sustaining collaborative initiatives that uplift lives and promote second chances.

Online Orientation of PRIME-HRM Process

The DOJ-PPA MIMAROPA IV-B conducted the Online Orientation of the PRIME-HRM Process on August 14, 2025, attended by all personnel from the MIMAROPA Region. The activity was graced by Director Janette S. Padua and featured Dr. Maria Teresa R. Poblador of the Civil Service Commission as the resource speaker.
This session served as an initial overview of the PRIME-HRM framework, providing participants with a general understanding of its objectives, structure, and application in the public sector. Dr. Poblador discussed the maturity levels and proficiency indicators used to assess HR systems, as well as the four core HR systems—recruitment, engagement, performance management, and rewards and recognition—that form the backbone of PRIME-HRM implementation. She also outlined the “three lenses” of assessment—systems, practices, and competencies—and how these contribute to building a strategic and sustainable approach to human resource management.
While the discussion covered the foundational concepts of PRIME-HRM, the orientation also set the stage for subsequent activities and in-depth sessions that will focus on the practical steps needed to meet higher maturity level requirements. These include self-assessment, documentation, process integration, and the development of targeted action plans.
Director Janette S. Padua expressed her full commitment to achieving the next PRIME-HRM maturity level, emphasizing the importance of teamwork, continuous improvement, and alignment with the Civil Service Commission’s standards. She affirmed that DOJ-PPA MIMAROPA IV-B will actively collaborate with CSC and other stakeholders to ensure successful implementation of the program’s next phases.

Service Assistance Rendered in Palawan PPO No. 2
Personnel Extend Support Services and Engage Clients Through Information Drive
Palawan, July 26 – August 2, 2025 – In line with the Parole and Probation Administration MIMAROPA Region's ongoing efforts to strengthen field operations, selected personnel from the MIMAROPA Regional Office were deployed to Palawan Parole and Probation Office No. 2 to render service assistance.
This initiative aimed to accelerate the disposition of unacted cases and reinforce the delivery of services at the field level. The assistance included:
Conducting interviews with assigned clientele;
Completing necessary waivers and records check requests;
Performing background investigations; and
Drafting and submitting Pre-Sentence Investigation Reports (PSIRs) for review and approval by OIC/SPPO Evangeline M. Lebante.
The clients served during the deployment were primarily from the southern municipalities of Palawan, including:

Rizal (Marcos)

In addition to operational tasks, the mission also provided an opportunity to conduct an Information Drive with Clients, presided over by Regional Director Janette S. Padua. In solidarity with the DOJ-PPA National Tree Planting Day and in celebration of the agency’s 49th Founding Anniversary, the Parole and Probation Administration (PPA) MIMAROPA Region conducted simultaneous tree planting activities across various locations in partnership with the Department of Environment and Natural Resources (DENR).
With the overarching theme “49 Years of PPA: Evolving Intervention, Strengthening Communities, Transforming Lives,” the activity symbolized growth, hope, and the agency’s commitment to environmental stewardship and community engagement.

In celebration of the 49th Founding Anniversary of the Parole and Probation Administration (PPA), the DOJ-PPA MIMAROPA Region hosted a significant Round Table Discussion on the Unified Aftercare Referral/Monitoring System and Program for Former Persons Deprived of Liberty (PDLs) at the Provincial Capitol’s Tamarraw Hall.
Carrying the anniversary theme “49 Years of PPA: Evolving Intervention, Strengthening Communities, Transforming Lives,” the event served as a vital platform to discuss sustainable rehabilitation strategies, streamline referral systems, and strengthen collaborative efforts among justice sector partners and support institutions.
Regional Director Janette S. Padua opened the discussion by emphasizing the need to innovate preventive and reintegration measures to ensure lasting impact on public safety. “We must seek alternatives and innovations to prevent reoffending—this is not just a matter of corrections, but of national security,” she stated.
Participants included representatives from the Department of the Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), Department of Education (DepEd), Bureau of Jail Management and Penology (BJMP), Sablayan Prison and Penal Farm, Department of Labor and Employment (DOLE), TESDA, NEDA, local government units, legal offices, and various regional and field offices of DOJ-PPA. Each institution shared insights, identified implementation challenges, and offered recommendations to enhance the program’s reach and efficiency.
Key discussion points included:
Digitalization of aftercare monitoring tools
Resource allocation for local reintegration programs
Expanding the coverage to other municipalities and provinces
Strengthening partnerships through an expanded MOA network
Standardizing referral protocols and case monitoring forms
In the latter part of the program, a Gender and Development (GAD) session was conducted featuring Mr. Reynaldo De Guia, President of MOVE (Men Opposed to Violence Against Women Everywhere) Philippines. Mr. De Guia emphasized the critical role of community engagement in addressing violence against women and children (VAWC) and encouraged active participation in the upcoming 18-Day Campaign to End VAWC.
The round table concluded with a collective commitment from all stakeholders to support the roll-out of the Unified Aftercare Program and build a robust reintegration framework for former PDLs—grounded in compassion, dignity, and sustainability.

In line with the 49th Founding Anniversary of the Parole and Probation Administration (PPA), DOJ-PPA MIMAROPA held a Wellness Day Bowling Activity at Kamada Toomba Bowling and Billiards Center — a celebration of unity, well-being, and teamwork among regional personnel.
With the anniversary theme “Healthy System, Stronger Service: Celebrating Our Legacy through Wellness and Well-Being,” the event aimed to provide employees with a much-needed break from daily responsibilities while promoting physical activity and staff morale.
Regional Director Janette S. Padua highlighted in her welcome message the importance of pausing for wellness, recognizing that the strength of public service lies in the well-being of those who deliver it. “We conduct wellness activities because I know how challenging your work can be — this is your moment to unwind and feel that you are part of a family,” she remarked.
The activity featured friendly competition among DOJ-PPA personnel from across the region, with participants divided into teams. ADA Ken Walter M. Arguelles emerged as the top bowler with a score of 124, followed by SrPPO Alexander A. Pareja (112) and ADA Chester A. Pacia (100). Team 1 claimed overall victory with a total of 1,024 points.
Adding inspiration and joy to the event were Mr. Reynaldo De Guia, President of MOVE Philippines, and Mr. Santiago “Jun” Lindayag, retired Chief Probation Officer, who provided mentoring and motivational insights. Their presence underscored the significance of camaraderie and personal well-being in public service.
To further boost team spirit, several participants were awarded prizes for bowling strikes, and group activities extended to billiards games as well — turning the day into a lively celebration of both friendly competition and mental wellness.
The Wellness Day was not just about recreation — it was a meaningful reminder that investing in the health and happiness of personnel leads to stronger, more resilient service to the community.

As part of its 49th Founding Anniversary celebration, the Parole and Probation Administration (PPA) Region IV-B (MIMAROPA) conducted a Gender and Development (GAD) Seminar at the Filipiniana Hotel in Calapan City. With the theme “Healthy System, Stronger Service: Celebrating Our Legacy through Wellness and Well-Being,” the seminar aimed to raise awareness on mental health, promote gender sensitivity, and strengthen support systems within the workplace.
Personnel from the Regional Office, Calapan City Parole and Probation Office, and a representative from Marinduque PPO attended the seminar onsite, while other field offices joined virtually via Zoom.
Regional Director Janette S. Padua opened the session with a message underscoring the importance of prioritizing mental health and building a supportive environment for both personnel and clients. She also emphasized that gender responsiveness must go hand-in-hand with accountability, professionalism, and compassion in community-based corrections work.
Keynote speaker Mr. Reynaldo De Guia, President of MOVE (Men Opposed to Violence Against Women Everywhere) Philippines, delivered a compelling lecture titled “Mental Health for All: Greater Investment, Greater Access.” He stressed that mental health is a fundamental human right and shared powerful statistics and insights on the challenges of mental illness, particularly among men, due to stigma and societal pressures.
Mr. De Guia clarified the differences between stress, depression, and anxiety, helping participants understand the psychological challenges they and their clients may face. He highlighted the important role of probation officers not just as supervisors but as active supporters in their clients' emotional healing and reintegration.
Quoting, “Our frustration can be an opportunity,” he encouraged everyone to embrace vulnerability, gratitude, and the value of listening. He also promoted the 18-Day Campaign to End VAWC and invited participants to support MOVE Philippines’ advocacy in building violence-free communities.
The seminar concluded with an open forum and reflections from participants, reinforcing the message that investing in mental health and gender equality is key to stronger service and lasting transformation.
