DOJ-Parole and Probation Administration - MIMAROPA and Divine Word College of Calapan Formalize Practicum Training Partnership

The Department of Justice – Parole and Probation Administration MIMAROPA Region strengthens its partnership with the Divine Word College of Calapan through the signing of a Memorandum of Understanding (MOU) formalizing the Practicum/Education Training Program for students of the School of Criminal Justice Education.
The collaboration was made possible through the efforts of Dr. Janenovelle A. Cuenca, RCrim, Dean of the School of Criminal Justice Education, together with Regional Officer-in-Charge Bennyrose D. Arnecilla, RSW, and Officer-in-Charge Assistant Regional Director Ivan D. Loisaga, RCrim of the DOJ–Parole and Probation Administration MIMAROPA. This partnership reinforces the shared commitment to provide meaningful experiential learning opportunities for future criminal justice professionals and to equip students with practical knowledge and field experience in community-based corrections, rehabilitation, and reintegration services.

The Department of Justice – Parole and Probation Administration (PPA) MIMAROPA Region and the Department of Social Welfare and Development (DSWD) MIMAROPA Region have strengthened their partnership to provide coordinated rehabilitation, livelihood support, and social protection services for clients under community supervision.
This collaboration reinforces the shared commitment of both agencies to promote restorative justice, dignity, and inclusive reintegration for individuals and their families.
DOJ-PPA MIMAROPA Region Strengthens Partnership with DOLE MIMAROPA
January 21, 2026 | Calapan City, Oriental Mindoro
The Parole and Probation Administration (PPA) – MIMAROPA Region, led by ROIC Bennyrose D. Arnecilla, together with OIC-ARD Ivan D. Loisaga, paid a courtesy call on DOLE MIMAROPA Regional Director Naomi Lyn C. Abellana and ARD Emerito A. Narag, Ph.D. to discuss collaborative programs for the benefit of PPA personnel and clients.
The meeting focused on DOLE programs such as the Government Internship Program (GIP), TUPAD, and DOLE Integrated Livelihood Program (DILP) to support the rehabilitation and reintegration of probationers, parolees, and pardonees. The discussion was facilitated with the assistance of Chief Labor and Employment Officer Loreta D. Catapang, TSSD Chief.
This initiative underscores the strong inter-agency collaboration between DOJ-PPA MIMAROPA and DOLE MIMAROPA in promoting employment, livelihood, and community-based correctional programs.
DOJ-PPA MIMAROPA Region Conducts Courtesy Call with RTC Branch 39

The Parole and Probation Administration – MIMAROPA Region, led by ROIC Bennyrose D. Arnecilla, together with OIC-ARD Ivan D. Loisaga and Calapan City PPO personnel, paid a courtesy call on Hon. Judge Josephine C. Caranzo, Executive Judge and Presiding Judge of RTC Branch 39, Calapan City.
Judge Caranzo welcomed the officials and extended her support to ROIC Arnecilla as the new Officer-in-Charge of the region, highlighting the importance of strong inter-agency collaboration in the effective administration of justice.

ROIC Bennyrose D. Arnecilla, RSW and OIC-ARD Ivan D. Loisaga, together with the personnel of the Oriental Mindoro Province Parole and Probation Office and Calapan City Parole and Probation Office, paid a courtesy call to Hon. Governor Humerlito “Bonz” Dolor, Governor of Oriental Mindoro.
The activity highlights the continuing partnership between the Provincial Government of Oriental Mindoro and the Parole and Probation Administration in advancing responsive governance and strengthened public service.

The men and women of DOJ-PPA MIMAROPA were honored with the rare opportunity to meet Secretary of Justice Fredderick A. Vida on the very day of his appointment. Secretary Vida shared words of encouragement and expressed his pleasure in meeting the personnel of Region IV-B. The visit also became a moment to acknowledge the continued support of the Department of Justice that has strengthened the region’s performance and morale over the past years.

The DOJ-PPA MIMAROPA workforce paid a courtesy call to DOJ Undersecretary Deo L. Marco, where the Undersecretary warmly welcomed the team and shared inspiring messages for the men and women of the region. The visit also served as an opportunity to extend appreciation for the strong support his office has consistently provided over the past three years—support that has greatly contributed to the Region’s growth under the leadership of RD Dr. Janette S. Padua, and to its recognition as one of the top-performing regions of the agency.
Newly promoted Chief Probation and Parole Officers were likewise introduced, and DOJ officials offered brief words of encouragement to the delegation.
DOJ-PPA MIMAROPA Strengthens Restorative Justice Efforts Through Information Drive and Jail Decongestion Activity at the Correctional Institution for Women
November 17, 2025 | Mandaluyong City, Manila
DOJ-PPA MIMAROPA successfully conducted an Information Drive and Jail Decongestion Activity on November 17, 2025 at the Correctional Institution for Women (CIW) in Mandaluyong City, in support of the national observance of Drug Abuse Prevention and Control Week 2025 and the 18-Day Campaign to End Violence Against Women.
The activity aimed to strengthen awareness among PDL women on the processes of probation, parole, and executive clemency, while also providing opportunities for eligible PDL residents from MIMAROPA to undergo interview and assessment as part of the jail decongestion efforts. A gift-giving initiative for vulnerable PDL women was likewise conducted to extend support and encouragement.
Special appreciation was extended to CT/SUPT MARJORIE ANN P. SANIDAD, MD RN, FIAMS, Acting Superintendent of the Correctional Institution for Women, and to the entire CIW administration for their warm accommodation, close coordination, and continued partnership in promoting restorative and gender-responsive interventions.
This initiative reflects DOJ-PPA MIMAROPA’s continuing commitment to humane justice, gender-responsive programs, and community-centered rehabilitation for Persons Deprived of Liberty.
The DOJ-PPA MIMAROPA IV-B conducted the Online Orientation of the PRIME-HRM Process on August 14, 2025, attended by all personnel from the MIMAROPA Region. The session was graced by Director Janette S. Padua and featured Dr. Maria Teresa R. Poblador of the Civil Service Commission as the resource speaker.
The activity served as an overview of the PRIME-HRM framework, introducing its maturity levels, proficiency indicators, and the integration of the four core HR systems—recruitment, engagement, performance management, and rewards and recognition.
Director Padua reaffirmed her commitment to achieving the next maturity level for the region, emphasizing collaboration with the CSC and other stakeholders to ensure the effective implementation of the program’s next phases

From July 26 to August 2, 2025, personnel from the Parole and Probation Administration – MIMAROPA Region were deployed to Palawan No. 2 PPO to provide crucial service assistance in addressing unacted cases, conducting interviews and background checks, and drafting PSIRs.
A highlight of the visit was the Information Drive with Clients, presided over by Regional Director Janette S. Padua, which empowered clients through discussions on their rights, responsibilities, and the agency’s role in community-based rehabilitation.
This initiative reaffirmed PPA MIMAROPA’s commitment to responsive public service and meaningful client engagement.
